Board at its 93rd meeting held on 03.06.1992 approved the proposal for introduction of leasing of residential accommodation by the Company as well as self-leasing facility within the ceiling limits as per Govt. of India guidelines on the subject in respect of CMD, Functional Directors and Divisional Heads of the Company.
The above would be regulated in the following manner :
i) The ceiling limits in respect of plinth area as well as rent will be as indicated at Annexure-I. Wherever the plinth area of the accommodation taken on self-lease is more than the prescribed ceiling as indicated in the Annexure-I, the monetary ceiling would be limited to the ceiling stipulated as per Annexure-I. However, in the case where the plinth area is less than the stipulated ceiling as per the Annexure, payment of HRA would be on pro-rata basis.
ii) In addition to CMD & Functional Directors these rules shall apply in respect of Divisional Heads, who have been identified as Key Officials in so far as SIIL is concerned.
iii) The Company may hire houses / flats on lease and the procedure for the same would be as indicated at Annexure-II.
iv) The Company may take the houses / flats of employees owned by them on Company Lease for the purpose of leasing it out to employees which would be as per the guidelines indicated in Annexure-III.
v) These rules are made effective from 01.06.92. Applicability in individual cases will be from the date of respective lease agreements.
2. The above issues with the approval of the Competent Authority.

Note :
The benefit of residential
accommodation to a part-time chairman to be provided by the Company whenever
required would be only at the Head Quarters of the Company.
Annexure II
Guidelines for hiring of house / flat on lease by the Company (from outsiders)
1. The Company may approach an agent for locating a house / flat and the service charges payable to the agent will be limited to a maximum of 15 days rent after the house / flat is finally fixed up for taking on Company Lease.
2. A Committee consisting of representatives drawn from Administration, Finance and Technical (Civil) will constitute for selection of house / flat to be fixed on lease by the Company.
3. The Committee will visit the house / flat and after detailed inspection shall forward their recommendation regarding the rent payable before signing of the Agreement with the land-lord by the Company.
4. In the absence of the owner, the Committee shall obtain a copy of the power of attorney from the person who is letting the house on behalf of the owner.
5. The Company shall enter into an agreement with the owner for an initial period of 11 months with a provisio to extend the lease agreement for an additional 2 more terms of 11 months each under the same terms and conditions.
6. The conditions of hiring of house / flat on lease by the Company shall be as per the terms and conditions stipulated in the agreement signed between the Company and the owner.
7. The employee shall pay to the Company 10% of his basic pay as rent for the house / flat allotted to him.
8. The employee who will allotted the Company leased accommodation shall be governed by the terms and conditions as stipulated in the allotment rules of the Company.
9. Besides the terms and conditions of the allotment rules, he / she during the period of stay in the Company leased accommodation shall also be governed by such rules and regulations as stipulated by the Company from time to time.
10. The Company would not normally incur any charges towards maintenance and repairs of the leased houses unless there is a special provision in the lease deed made with the landlord.
Guidelines for taking houses / flats owned by employees on Company Lease (Self-Leasing)
1. The Company may take the houses / flats of employees owned by them or in which they have share in ownership on Company lease for the purpose of leasing it out to employees. The house / flat taken on lease can also be allotted to the owner employee.
2. The rent of all such houses / flats to be taken by the Company on lease shall be assessed by a Committee constituted for this purpose as outlined at Cl. 2&3 at Annexure-II.
3. The rent recommended by the Committee and approved by the Competent Authority shall remain in force for a period of 3 years and shall not be reviewed during this period.
4. Application for internal assessment of rental value will be made by the employee for the purpose of assessment and lease the same shall take effect from the date of agreement.
5. For determining rental assessment on the basis of internal assessment the Committee shall consider the following :
i) The value of the rentable area of the house / flat / portion in occupation of the employee and his / her family.
ii) Prevalent market rent for similar accommodation in the locality. The monthly rental value as assessed only will be taken and no municipal or other taxes will be taken into account.
6. The employee shall pay to the Company 10% of his pay as rent for the house / flat allotted to him / her.
7. Where both the husband and wife are employees of the Company posted at the same station, only one of them at their option will be eligible for Company lease accommodation. The other spouse shall not be paid any House Rent Allowance even if he / she is otherwise to draw HRA at a flat rate.
8. In the case of an employee leasing his house to the Company, the house will remain with the Company for allotment to another employee during the period of lease in case the employee is transferred from that plant.
9. No brokerage / advance would be payable when an employee leases out his own house to the Company.
10. The option to take the house / flat on lease shall rest with Company. No employee can claim this as a matter of right.

Consequent upon reclassification of Cities by the Govt. of India for grant of HRA & CCA in the reference (1) cited and in partial modification of Office Orders/ Circular under reference, Hyderabad has been reclassified as A1 class city for payment of CCA w.e.f. 01.04.2004 as per details given below :

Accordingly, payment of CCA may be regulated as per revised classification stated above to all employees working at the Regd. Office of the Company at Hyderabad. However, for the purpose of payment of HRA, the existing classification of Hyderabad & Paloncha continues and hence the rate of payment of HRA remains unchanged.
Other terms and conditions for sanction of HRA & CCA remains unchanged.
This issues with the approval of the Competent Authority.
